Help with Making SVC working similar to ChatRoulette.com

Hello Everyone,

I'm looking for an option to make a website similar to Chatroulette.com
As I understand right the best way is to use SVC-SR with a little modifications such as:

User registration, to be able to see how many people are on-line, targeting search option, PayPal payment etc.

Now the questions is, do you offer such a customisation service? Who can help with adjustment/adding new features? Is it possible at all???
